spu/mfc: rewrite internally accessible only channels
ch_atomic_stat - use negative values when the channel's data is unavailable

ch_tag_stat - use negative tag update request states when the channel's data is unavailable

ch_stall_stat - use zero value when the channel is empty, since atleast one stalled list must be reported (one tag group's bit must be set)

for the channel's data to be available
